To maintain its grip and enforce order, it relies on two complementary forces: The Navy , which represents the visible face of power, and the Cipher Pol , a much more secret organization that operates in the shadows.

Divided into several sections, the Cipher Pol brings together highly trained agents with extraordinary powers. Acting in the greatest secrecy, they are ready to do anything to serve the interests of the World Government. Even to the point of eliminating those who threaten its hegemony!

What is Cipher Pol?

The Cipher Pol is an espionage and intelligence network serving the World Government. Its role is to collect information, infiltrate suspicious organizations, and eliminate any potential threat to the power in place, by any means necessary.

This secret police is divided into several branches numbered from CP1 to CP8 , with increasing power and importance. Above all stands the mysterious CP9, long considered the ultimate elite. But that was before the recent appearance of CP-AIGIS0 which seems even more formidable.

A structured organization

Each branch of the Cipher Pol is led by a leader, although this leader is not necessarily the most powerful in the group. The agents are strategically distributed throughout the world:

• CP1 to CP4 : Stationed outside the Grand Line , each in one of the 4 cardinal seas. Their exact location is unknown and they are considered the weakest groups. No members have been revealed yet.
• CP5 to CP8 : They are located on the first part of Grand Line, nicknamed Paradise . Although discreet, some agents have made people talk about them like Spandam, the former leader of CP5, Jerry the giant of the wagon or Wanze the disgusting cook.
• CP9 : Formerly a secret agent unit serving the World Government, CP9 is an elite group specializing in extreme infiltration. Its members blend into the population for years before striking. Their HQ was located on the island of Enies Lobby, which was considered impregnable until the devastating attack of the Mugiwara. Led by Spandam, CP9 included among its ranks the legendary Rob Lucci, master of the Rokushiki and user of the Leopard Zoan Devil Fruit.
• CP-AIGIS0 : The latest branch to appear, it is the most secret and powerful . Stationed in the New World, it is responsible for serving and protecting the Celestial Dragons . It includes former prominent members such as Lucci, Kaku, Spandam and Stussy.

At the top of this hierarchy stands Kong, the leader of the World Government's armies . Formerly a chief admiral before Sengoku, he is only seen once in the anime after the Summit War. It is not yet known if he is the leader of CP0, but what is certain is that he leads all the other groups of the Cipher Pol.

Highly trained agents

The trademark of Cipher Pol agents is mastery of the deadliest martial arts. Rokushiki, or "Six Powers," is their specialty. This fighting technique combines strength, speed, and precision. The best, like Lucci, are even capable of using all six powers to their climax.

Each agent also has their own unique talents, from assassination to infiltration to information gathering. Their training makes them fearsome and ruthless killing machines, ready to do anything to serve Justice by any means necessary.

A bloody story

Over the course of the arcs, the Cipher Pol has been guilty of the worst atrocities in the name of the World Government. Among his darkest feats of arms:

• 60 years ago, the purchase of soldiers for the Navy from Mother Caramel, including the infamous John Giant. They even attempted to purchase Big Mom as a child before her mysterious disappearance.
• The population control and the triggering of the Buster Call that ravaged the island of Ohara, orchestrated by Spandine and CP9. The goal was to prevent the secret of the Poneglyphs from being revealed.
• The kidnapping of Nico Robin in Water Seven by Spandam's CP9, triggering the Straw Hats' devastating attack on Enies Lobby . The supposedly impregnable fortress was destroyed and CP9 defeated.
• CP-AIGIS0's intervention during the Dressrosa arc after Doflamingo 's false dismissal, then the secret negotiations with Shogun Orochi in Wano.
• The protection of the Celestial Dragon Saint Charlos during the Reverie and the violent confrontation with the Revolutionaries of Sabo and Morley.

What's next for Cipher Pol?

Hidden in the shadows, the agents of the Cipher Pol are the eyes , ears and armed wing of the World Government . Their efficiency, cruelty and blind devotion make them terribly dangerous adversaries for anyone who dares to defy the established order. If the Navy embodies absolute Justice, the Cipher Pol is its dark side , the one that stops at nothing. A true secret police that reigns terror and silence, in the service of the power in place.

But as the Straw Hats showed at Enies Lobby , in One Piece, you should always be wary of determined pirates. It remains to be seen whether the CP-AIGIS0 will live up to its reputation, or if it will suffer the same fate as its predecessors. One thing is for sure: The Cipher Pol is not done making headlines and spreading fear on the seas of the New World.
